If you have to brave a downpour, when you finally get inside, you can slip your umbrella into the plastic bag and avoid soaking the rest of your belongings or—especially annoying—having to hold a wet umbrella on public transportation. Think of it as a DIY version of the umbrella bags that hotels sometimes provide.
